It says, it selects one at random, if every criteria is meet, but if I select all criteria for all transmogs, it only selects one transmog at random and then never changes.

The only solution Im seeing, is making for example a 50 - 50 split of all transmogs and have the "situation"-conditions split between these two transmog sets, so the system is forced to change.
