So after quickly analysing your concept, I feel like the best option is to drop the tier gloves and feet since the yellow is just making it impossible to find good items. There are hardly any bright yellow pieces available.. If you want to keep the concept of matching tier with the MOP Onyx colouration id suggest using the pants and chest. The chest has an orange appearance which opens up WAAAAY more possibilities/combos vs the yellow. The two pictures I added are just some items/routes you can decide to use but by taking my advice, finalising your mog will not only be way easier but possible as well.

you need to have collected any base weapon for the artifact on your account to start collecting appearances, no need to do those quest lines on each character (well if you want the base appearance you will have to)

Thats for balance of power, this was hidden so no quest needed, BUT i did have the hidden artifact for brew whilst doing pvp, also got the ret hidden artifact pvp color

Yea tbh with quite a lot of items they should implement a simple on/of box next to the item. Let us decide if you want to glow or not. Or just add a lil menu thing above each item icon in the appearance tab which opens up the extra glow that you have collected similar to the illusion tab

Would also save blizzard some time in the long-run since atm they are just adding sets with and without effects which is just flooding the game with items

Although that would be awesome it's probably "super difficult" (aka loasd of work) for them to do. All the weapon files would need new hinge points while the items with effects already (I assume) have separate layers. Checking the box with effects is basically; do you want to see layer X or not
