I had to go as far as create a monk, complete the order hall quests for the title, and create a guild that I'm the only member of for this.

If I use this mog as a rogue, I would either do iceshard or starlight dagger with winter's grasp.

The monk is using either hailstorm or the smallest fist weapons I can find with winter's grasp so it looks like his hands are frosty.

Besides the obvious things you don't want to change (back + offhand) the set seems solid. Ofc it's a panda and looks weird, but I like the belt choice, simple and matches the color theme. I'd probably change the chestpiece because those sleeves aren't matching.
Gloves and boots are from SL questing gear, they go well together obviously.
I'd like for you to check another boots, simple ones without too much 3d because panda has small feet and it becomes "too much stuff happening down there".

You need to convert m+ pieces in the HC ilvl range to tier set with the catalyst

You could just do normal raid runs, upgrade the items to 424, and once you had full normal tier you could pick wyrms from vault (max 3 a week from vault) and slowly upgrade the items to 428(HC recolor)

I'm not sure but maybe the 415+ gear from the dream surges could be converted to tier set and upgraded to HC ilvl ( you'd get both normal and HC tier set appearances)

Like catalyze first, equip it and then upgrade ilvl
