Yes the appearance collection is account-wide, unless the item is rep-locked or very rarely class locked.

You need to complete stormheim for a decent bit to get the dragon to appear on the right spot. Plus you need to get the base appearance of the dreadblades (the quest where you obtain your first artifact weapon). Get bindings and then complete the quest thats the short version

Most of the sets have a non tier lookalike, but I believe every set has one or two pieces that don't have a corresponding lookalike. So depending on if you use all slots or not, you may not be able to use that piece

Nah they patched. Once you do the intro quest and get your first basic artifact weapon, you get max knowledge.

-/+ The belt area catches the eye a bit too much and draws away the attention from the rest of the mog

• Slight clipping here and there (nit-picking) and the gloves feel off for some reason
  -- Nothing

ADVICE:
Overall solid work. Nice concept in which you picked a core piece (the shoulders) and worked around it. Loads of spiked details and spike patterns with matching gold colours. However, looking at the mog I do get the feeling that there is, small it might be, room for improvement. This of course if the current in-game items allow it.
Looking at the flow of the mog and the focus points, I’d say they are on the shoulders and on the belt. The belt being a focus point kind of draws away attention from the shoulders and the rest of the mog. This since the belt is the exact same colour as the patterns on the robe which creates a bigger area of the same colour, creating a focus point. My suggestion would be to pick a belt in a gold tone similar to the rest of the mog to solve that “problem”. Looking at the rating, I also mentioned the gloves. Personally, I feel like the gloves fit the shoulders from the other posted mogs better. I suggest picking less robust gloves and maybe even gloves with a spiked pattern or just simply spikes on them. Of course, matching the gold tones in the mog.
