So if I can just keep this up on these 2 rogues and push the same on my other 2 when conq uncaps I should be able to get the Galactic Warlord title for sure

even once you use your mobility, you need to be able to stick to your target
and everyone else is running every speed enchant too
so if you're not running every speed enchant, and you're getting slowed, and you're getting rooted, CC'd, etc. you're just behind the entire game and using up your mobility more than necessary.

Well, to start off, Outlaw rn is not an immediate burst spec; it has to ramp up to start dealing massive damage. This comes from stacking Between the Eyes and/or staying ahead of your Roll the Bones buff (maintaining Loaded Dice on the buff bar after each RTB). For Hero Talents, it also comes from Head Coins (Fatebound) & Flawless Form (Trickster) stacks.
