So im testing it rn and unfortunately it doesnt seem to stack, the only advantage is that the uptime is significant. Like the cooldown keeps restarting before the 20 sec finish as long as we can keep striking, making it active forever basically once the initial proc begins

See no matter how busted sub is or isnt you really shouldn't ever be top damage in one of these BGs so this looks like a case of bad players being in random BGs not knowing what they're doing. Either that or you were glued to the EFC the entire game and so all of your damage was buffed by hitting into multiple flag stacks which inflates it on the meters. Either way not a reliable metric.
