You likely want to stack at least 20% Haste on Outlaw for an extra GCD during ADR/Crackshot windows. Take 'em by Surprise gives you 10% during CS windows, so you only need 10-15% from gear.

If you want to take everything literal then yes that's true. The point of everything I am saying is that last season Sub was only competitive to a point. Its hard to play and easily countered. The biggest strength we had was removed, and with that removal got no compensation.

You can take the 10% damage buff to the spec and removal from tier as a little bit of a buff early season, but the spec is still suffering because HP growth outpaces the specs damage growth.
