By the end of the season this might be more like "top 15%". It is treating top 0.5% as EQUAL to 15% and giving the same rewards to players of vastly different skill levels

the ENTIRE purpose of a rating system is to quantify your skill level relative to other players in the bracket

the static rating system fails at this goal entirely

Amplifying isn't good because oftentimes stacks will drop due to dispels on CC on you, plus sometimes you'll consume stacks while not bursting because well, you just press Envenom

Also having Would at all times on all targets is very strong

If you don't have a stronger Honor Talent in a specific match-up there's nothing wrong with keeping Wound and having hemotoxin on top for a little bit of extra MS on your goes

outlaw doesnt do enough damage to win from pve

but it also doesnt have basic enough cooldowns to play like sub and ignore overall damage
