So one might spawn in Hallowfall, then 5-20 minutes later the next one may spawn in Ringing Deeps

any time you are in a FFA PVP area or engage in PVP combat your gear switches to PVP ilevel

if you are out in the world with warmode on but not in an FFA PVP area and not currently engaged in PVP combat your gear will have the PVE ilevel

which is why sometimes you attack people in warmode and their health suddenly increases

In ESO Ebonhart pact had the best organized guilds and always won campaigns. Aldemari dominion had the most numbers and zerglings. So the real try hard played dagger fall covenant which had neither. To basically challenge themselves, go against the grain, and prove they didn't need numbers to win. Plus it would be easier to find out numbered fights and 1vX and 2vX
