I mean, how is that good design? The pve rota is nothing else then the max dps rota. If you correctly play the pve rota + stun/kicks/"pvp stuff" you should be at the optimal point. Like. What you are saying (at least how I read it) is, that the "dmg rota" (pve rota) of sub is absolute garbage and you can only consistently win, if you out play the other person.
