We dont really benefit from haste much and theres only so much crit you can get while under diminishing return that its better to invest in Mastery that scales faster with Mastery secondary stats

most of the time for rogues youre a base sitter on base maps and you just have to know how to defend and stall until your team can come aid you
On flag maps you kind of have to be versatile with either defending FC or killing/stalling EFC
A lot of things can happen in an RBG so cant really cookie cut how rogues are just basically either sit at flag or you go for flags thats it

For example yesterday I had a lobby where there was warrior pala ele shammy and me, if i get teamed with shama, they sit shaman, I tried stunning one of the dps , gouge, blind to peel, but shaman kept on breaking gouge blind and they just eventually ate him. Note that embellishment can be added to any crafted piece, so ring is also a valid (and pretty common) location for it. It leaves the shoulder open for tier 4pc if running engineering helmet for example. I think you just run 2pc tier with Sub tho, maybe with ST nerf that could change now.
