Outlaw's S2 2p does barely any damage and breaks Gouge
You don't even get a DPS upgrade until you get the S2 4p and that's mainly because of the stat difference between 26 ilvls.
Your mobility is extremely bad from the nerf to Maneuverability which now reduces the duration and CD of Sprint by 50%.
As a consistent damage spec that's focused around applying consistent pressure, this is also the worst season to start in because of the meta. A lot of the current meta caster classes apply slows frequently which prevents you from ever reaching them. You at least have more defensives vs melee w. the new Cloak of Shadows PvP Talent.
But if you're willing to still play Outlaw despite all of that, your stat prio is Crit/Mastery with potentially BIS embellishments being Infurious Boots, Sporecloak, and theres 1 other item I cant recall off the top of my head.

If you’re running the rotten build you’ll want a minimum of 2 piece tier
The tier gives you a free symbols which then allows us to use it again a second time. It’s nutty. Also gives us a higher pool of energy usage

you can use a macro to pop all your main buffs & badge at once
for most of the time this "omega buff" macro will be fine, but there may be times in the future where you want to be more selective about which buffs you pop, say, for example, you want to save shadowblades for later in the match, but you still want to do some damage, you can add another macro for all buffs except shadowblades, etc. keep in mind most buffs will break stealth

have rupture & slice & dice up (ideally) > buffs > ss > kidney > ss > evis > ER (turn away or add /stopattack to ER in a macro to avoid messing up CP) > cb/sectech macro > cheap shot or ss/evis spam

Devotion is still a fraction of the cost of shadowflame. Most servers have shadowflame at 20-30k easy per enchant
And devotion is still very good, shadowflame can just be that min/max damage on top
