Fleet footed adds just its speed

So if you talent into "Fleet Footed" and "Hit and Run"

Thats 15% movement speed per talent

for a total of 130%

Speed adds onto it, 1% per 50pts-ish (don't know when it begins to drop off)

but it just adds onto the speed you have

So you'll get 139% speed if you have Fleet Footed, Hit and Run, and 9% Speed

and then Shadowrunner adds 20% to it while stealthed
