because the shields actually require skill
its not a "hold it vaguely infront of you and you take no damage"
you have to put it in the way of whatevers going to hit you
its not a damage blocker
its just a movable wall
put it in front of the bullet or arrow or whatever

Like Heatran said, the shields are mean’t for complete skill. You actually need to put it wherever the player attacking you is. When you also let go of a shield and hit it, you can see that the shield actually moves around.
