Then just learn where he is or save up to get some movement to stay away from him. I recommend sewers if you need a grappler Im shure you could find one in a few random codes

They're not too hard to get. Just bring a few fireworks to sewers and use them to get to the grappler

Angler doesn't one shot you. It takes like 4 hits. You've got time to get away

If you turn your flashlight off when he's near you then just stay grappled until he moves away to turn it back on then you should be fine
