The entire tech tree is completely accessible to both paid and f2p players. There is no paying to win because its all available to every player
Sure you can pay to get it faster, but all you're doing is speeding up what you could already do in the game if you didn't pay at all
And of course there's micro transactions. It's a free game, but servers aren't. They need support from the fan base to keep the servers running. If they didn't have micro transactions, the servers would be dead from them constantly paying out of pocket to keep them up
