Alright, with how Colonization currently is Anarchies are incredibly important but also so easily removed from systems thus making combat stabilisers and battle weapons harder to get, not to mention a certain building type being effectively useless when not in their hands.
I feel the idea's listed below should be implemented or something similiar be done to rectify this issue.
Pirate Outposts - these should always spawn with the anarchy faction in control of it, a democracy, corporation, feudal etc. Would never willingly build or occupy these outposts normally, this would make them more useful then just "tanking" security. (It also doesnt make sense for a pirate to show up to a pirate outposts and have the federation, alliance or empire welcoming them in)
Factions - either make it that retreats can only happen if theres more then 4 factions remaining, or alternatively, modify how native factions work and make factions native to systems that are colonized with them, yes im aware this is a big change, but somethings gotta change as anarchies are far to easy to eject from a system thats been colonised.
