I realized how bad the quality of the video was

Anyway as the title suggests, you can't select monsters below the second row

Verified

• Load a save with more than eight monsters
• Bring up the Monster design panel
• Try to click on a monster that is beyond those on the first "page"
• either nothing happens, or, I found that once I clicked on a monster from the first page, if I then tried to click on another one lower down, I got one of the ones from the first page (in the same relative position)
