Try turning off the host firewall if your hosting on a pc or laptop. It can also be caused by a port forwarding issue or your router firewall.
Make sure you allowed UDP connections

honestly there weren't any tutorials on this so I've been going off instinct and general knowledge. On pterodactyl I made the FQDN my Ubuntu laptops ipv4 (static ipv4 I assigned to it) and made the server allocation 0.0.0.0 with the port 64522. I bought a whole new router just to assign the IP and do port forwarding. After doing all this I connected to another network and tried to connect to the server but it didn't work. Gave me getsockopt problem but when I try it on the network it works just fine so it only works locally
