If you're only having this issue when the server is deployed via ctrlpanel then that's where you should start looking.

The issue 100% is not ctrl panel. Something to do with daemon and wings, the servers remain in "installing" until or unless I restart wings

If it doesn't happen when ctrlpanel isn't involved then you clearly have an issue with ctrlpanel or its configuration.
There is no queue involved in server creation/installation.

Right so either they cant code and its breaking the wings system or we just configured wings wrong

According to that log, server bd72650f-46e3-4507-b369-d3998397250a installed just fine, but then failed to start up afterwards.
Don't see anything about it failing to update the install state on the panel.
Perhaps enable debug logging and see what you get

Ah good point I forgot that was a thing on ptero, will enable it and review any new errors that occur
