No, https isn't the root cause of your issue
Have you set the public IP of the machine running Wings in the allocations?
i think i may have done that wrong. is there a way to change that or do i have to make assign a new allocation
You'll need to assign a new allocation AFAIK
can i transfer a server to the new one?
You can change the allocation in the server settings

Can you run an ip addr command on your host machine?
and see if your public IP is listed anywhere in the output?

Oh so you're behind a NAT
Use the Private IP in the Allocations page instead
and use the Public IP as the "IP Alias"
im useing 2 oracle cloud servers
