its show that i have 8.2.3 php so the version may be too high too?

You need this:

sudo apt install php8.1
sudo apt install php8.1-cli
sudo apt install php8.1-openssl
sudo apt install php8.1-gd
sudo apt install php8.1-mysql
sudo apt install php8.1-PDO
sudo apt install php8.1-mbstring
sudo apt install php8.1-tokenizer
sudo apt install php8.1-bcmath

Oke all installed, after this i try to restart apache, but it wont start
