To NO2 to NH2, Sn is transferred from 0 to +4 oxidation state
only 1 equivalent gets used up entirely and CN remains untouched, and if not mentioned, the 'intended' step is reduction of nitro group
What if reagent is in excess

I would reccomend looking up mechanism for Sn HCl reduction
and see other sources

If moles aren't given then we assume that in excess
SnCl2 HCl is normally given in Books. Sn HCl i searched on Google there is no reduction with it.
