The amount of project sone by 1 man in 1 day is 1/100 (intuitive).
Now, initially there are 5 men to do 5/100 work the next hour 5+4/100....the 9th hour there are 5+4+4+...(8 times 4)/100 people. The 10th hour the 5 people are relieved and hence the 10th hour work done is 4+4+4+....(9 times 4)/100. After this point, the work done per hour is constant.

*they are relieved at 11th hour my bad. But the logic remains same.

in a nutshell: hour 1 = 0.2 consignment, then ap till hour 10. then hour 11 onwards constant at 0.4

I'm a little confused about your discussion however
why is the ap constant after the 10th hour?

it says in the question a worker is mandatory to be relieved every 10 hours right
so wouldn't that make it +4 every hour and -1 every 10 hours?

that's kind of the only doubt I had since I tried to search this up but it said constant ap there too so I wasn't sure how to proceed
