Oh, I understood it. It's ridiculously simple once you understand the phrasing.

Generally, if you have a cylinder, the cross section is a circle. All they mean is, take a cylindrical vessel, and cut it obliquely such that the opening is a slant ellipse.

When you fill water, it'll only fill till the lowest point of the ellipse, but if moved with some acceleration, the surface of the water will shift to form a slope. We need the acceleration such that the slope of the liquid surface is coincident with the slope of the oblique cut.
