Glass cards don't appear in standard packs during PVP, I'm not sure if this is a bug or intentional but if it's intentional it isn't in the patch notes.

Originally there was a separate enhancement called m_mp_glass which gave 1.5x and the original glass was banned. Unfortunately 2x glass would still appear from spectrals so virt removed the multiplayer version of the glass and used an SMODS:take_ownership command instead. By mistake the original ban was left in. Unintentional and should be fixed next patch
