Containing an anomaly is basically done via a capsule of some kind, notably the form that Mint uses when she contains stuff, but there's probably some other shapes as seen in the medal shop.

From there you can either hand to the BAC for them to handle, or bring them to Midas for them try and develop an Arc out of.

well esper abilities also appear on the werthminer index, so an esper ability is what is being measured in their deviation from reality. so we can call espers those who can deviate reality. and these abilities have an associated price, what decides this cost is what is unknown. and the system that distributes/allows these abilities are also unknown but we know there is some kind of trend. like how edgar got an esper related to his environment, ie his parents working for the yggash court. what else do you want from the story, like a justification for why some people are esper and others arent :0
