Typically I just download it with the 3DS and then dump it using godmode9.

well, according to the homebrew discord, it's most probably caused by an installation of a .cia with an invalid ticket (typically standard cias)
to fix it, go in FBI (a 3DS homebrew that also works in Azahar), and go to ticket manager/manage ticket, search the ticket for your particular game or update you're downloading, and select delete this ticket
base games ticket starts with 0040000..., updates are 004000E, dlcs are 0040008C, and the other digits are the id of the game
ticket = proof of game owning

that is definitely weird because of the fact that I never installed it as a CIA on Azahar
