Only game cartridges can be converted to a .cci
As far as I know
If you want a single, executable ROM for a downloaded game, you'll need .cxi instead
Ah ok I think I'm getting .cci and .cxi mixed up.
If I can convert it into a .cxi file that would be fine too
It's relatively simple. With GM9, downloaded games can be dumped as a decrypted .cxi or .cia (which you could then install into the emulated SD card) while if you want to dump a game card you'd decrypt the .trim.3ds and then change the file extension to .cci

But I downloaded the game on the eshop on azahar. Are you saying I should log into eshop on my 3ds, and go from there?

You might have to. You can't run GodMode9 in Azahar to my knowledge.
And you can't convert a .app to .cci or .cxi either.
All good, I'll have to sign into the eshop on my 3ds then, is it ok to sign in on a hacked 3ds? Due to my 3ds having a very old version of cfw, I couldn't use the artic setup tool correctly so I had to format and restore my 3ds and clear all my nnid logins
I don't know if you'll run into any issues since you have your NNID linked to Azahar

Yeah, it's completely fine. Just make sure that you're connecting to Nintendo Network and not Pretendo Network if you happen to be using Nimbus.
