Make sure you're launching the game in DirectX11, and apply these settings and see if it performs better.

But you want to keep an eye out for your Temperatures.
You don't want any of your temperatures to get over 80°C, otherwise you'll start running into hardware failure.

Here are some tips:
🟢 Adjust your individual settings 1 by 1 only going 1 setting higher till you see your GPU utilization increasing higher, get up to 90% so you're actually using your GPU (green) instead of having it all overload the CPU ( blue)
🔵 If the settings you adjust increases the CPU utilization, revert to lower setting (blue)
🔴 Keep the temperatures below 80°C (red)

This stuttering and lag is due to your CPU most likely overheating above designated temperatures, and if continued could result in hardware failure.

OK, turn on the corretc settings for voerlay so it displays the temperatures as well. Otherwsie I can't see what's actually happening.

Like this graph indicates that something is causing your CPU to reduce performance:

Ok see how your GPU temperatures are in good range, but your CPU is nearly overheating.
FOr example the Red arrow shows where it most likely was hitting above 80°C, starting to thermal throttle and reducing the CPU load causing reduced FPS to start cooling it off better.

But you want to adjust your video settings so that the game uses more of your GPU than your CPU, to reduce the load on the CPU.

Or figure out a better way to cool off the CPU so it doesn't get so hot.
A lot the better performance comes with better cooling.

When in Game, press ESC, go to VIDEO tab, and change settings there.

Here is an example of optimized settings where your GPU gets used ~90% and CPU about less than ~50%.

You will want to fine tune them for your PC, the settings I gave you are a starting point where to begin adjusting them.

But you'll still need to improve your CPU cooling.

Uhh, yeah, that one has very bad CPU cooling 😭 it acts like a laptop cooling solution

If it's clogged up it'll have pretty bad time.
