Please keep in mind that Multiplayer sessions are very CPU demanding for the Host. and is affected by the amount of items and vehicles that are being taken with you on the trip.
Several things I could recommend:
Video settings >> Screen percentage (Bildschirmanteil) >> 80%
And try to see if DirectX 11 will perform better.
I see there are UAZ and IFA in the video, keep an eye out if maybe it's related to those 2 vehicles, if one of them is shaking on the ground or not.
already tryed dx11, changed nothing.
gonna try with the screen percentage now.
the IFA was found while recording the video,
my mate was driving the UAZ, and he said its very shaky while driving
OK I have a theory that it might be the UAZ tires shaking that's causing the issue. If you could try putting on different tires on it (not UAZ or IFA tires), and see if it still affects your FPS.
we left the UAZ behind and he is driving the IFA now,
and im on 80% screen perventage.
now hitting 22fps while driving
Try turning down the Gesamtbeleuchtung to Potato, see if that improves it any
only driving my dada now, fps jumping between 25-40.
i think with my PC i should be able to reach at least 60 :,)
Multiplayer mode is very demanding, not fully optimized either.
Everything that the Client (your guest) does, is being calculated on your PC for physics and all other things, so the Host will always have lower FPS having to do work for more players.
So if you compare it to Single player your FPS might be half on Multiplayer. We're trying to get it optimized little by little without breaking the game completely.
Hope this explains it a little better on why it's lower on Multi vs Singleplayer.
singlepayer hitting 48-61 fps
Try reducing the graphics settings 1 preset lower on Single player.
settings on preset low, jumping between 53 - 67, some times under 50

its not as good as i want, but multiplayer on around 50 is fine. maybe future updates increase the multiplayer perfomance.
