Compass Pose Not Highlighting Stage

As I am progressing Luffy's quest, I have the Compass Pose equipped on Nami, but none of the Flower Country stages are highlighted for me to move onto the next step for me to solve it.

Have you tried using another nami with the compass familiar

I did. I evolved a new one altogether

I haven't evolved him yet, but I do have Special Drink to do so
