the map is a drop from the flower country story you dont get it just from finishing the quest

Equip the new "Compass Pose" familiar onto Tempest Pirate (Navigator) / Nami
Go into the Flower Country story, and select the highlighted act and complete it
Obtain the Treasure Map from the act
