Units are not auto upgrading when auto upgrade is enabled

Units with auto upgrade on are supposed to auto upgrade themselves when the player has enough currency. buttt the units are not upgrading at all even when the money is available. so the toggle auto upgrade is on but no upgrades occur throughout the match.
