I've been trying to get that part of the passive to work for like 20 mins in sandbox and hasn't worked once.

If summon oneshots enemy, enemy is dead before they can be marked

and i've tested it with enemies with like 70 million and let Alucard finish them and didn't summon ought

It spawns at your spawn, not the end of alucard’s range
