@red iris Since you said this can happen when Opponent Leaves during ban phase, I tried to test the issue, and failed to reproduce it

Person B leaves during Ban Phase --> Person A gets teleported back to the lobby without Elo loss

Actually, I gained 7 Elo

So I am Unable to replicate this issue
