the texts are a bit weird to comprehend, but basically it scales from everything but the dmg, so you don't need high dmg for it to scale

it wouldn't make sense, they said "everyone is equal now", if that was false then newer units shouldn't scale more than older units

well yeah those are stats, and they will affect older units way more than newer units, like i said, they probably have other ways to balance it, to not make for example, luffy that already deals like 4m dmg, deal like 40m (because okarun scaled from 100k to 1m) and again, the devs said "everyone is equal now" which clearly means they INTEND to make old units viable again (like okarun shown)

stats = dmg range spa, and also like the sneak peak said "memorias will give range and damage" and the unit stats are calculated separetly from memorias

the "stats" part, is probably actual stats like godly, z+ in the memoria calculation

the only way for it to affect older units more than new units, is to make it NOT damage scaling related, not multiplicative (which the memorias are additive at the final calculation, like they showed)

and also make it have a base DMG scaling, for okarun, it could be +150k dmg, but since he has monarch, his 100k damage turned into 250k due to the memoria, then monarch multiplied it by 4 thus making him deal 1m dmg
