I’ve maxed out 12 luffys with strange fruits and the quest still says not completed, I even got the text on top saying I did it but still nothing.

Same thing here. I've fed multiple Luffy's strange fruits and all of them unlocked their hidden power, yet the quest is not able to be completed.
