See issue with that is, only 2 sasukes are building up damage here, compared to the 1 monarch sasuke who would be ramping dps by 2.62% every second. I think monarch is always gonna be better as dps simply because managing 4 sasukes and ensuring all 4 are building up the damage stack isnt feasible, but non monarch is a very good support.
