Add Another Section For Threads For Devs To Answer Questions Relating To AV (Higher LVL Requirement)

Basically make another section where people can make threads and questions, disabling the ability to comment in it other than the devs, and yeah. Cause stage talk usually doesn't get to all questions, and whenever devs are feeling bored they can scroll through some questions and answer them.

i just feel like stage talk the devs usually answer pointless questions, and the questions we want answers to are rarely answered

pointless considering there is no difference between high role and low role other than how much they talk in the server
