yea my gogeta ssj4 got same problem ( only the clone don work )

2/3 passives aren't working

i just tested out both of my gogetas

gogeta lv 0 and blitz got all his passives

monarch one got only 1

Same problem here, with the clone and the 10% chance to slow passive both not working

They would never nerf because of that and if that were the case then they would nerf frieza before anyone
