Vanguards arent the "pinnacle" units, they're meant to be units for collectors or for lucky people to brag about, them being so good defeats the whole porpuse of vanguard units, also locking meta units behind such low rates is straight up bad game design. This wouldnt be an issue if they just werent that good, however, if they decide to nerf them the people who already had them would be mad, besides, even if they were to nerf vanguard units they wouldnt nerf Diavolo as he's an old unit.
There's really no way to balance ts anymore without A LOT of people being mad, they really messed it up
