My proposition for a rework:

Ragna with no traits / no monarch can get 3 buff stacks + the last placement stack adding up to 4x buff stacks

Instead of having that passive only usable for non monarch, Allow ragna to be sold so that you can apply his passives with monarch.

Then to balance and make it fair, add a maximum cap of buff stacks as 4 to align with the original passives and original placements, this will allow him to be usable with monarch while keeping his usage with non monarch traits
