Here's a couple of ideas that could make it better i think
Maybe make it so we have to choose a card every 5 levels of paragon, but make them show up as bundles, here's an example:
Card 1: +5% spa, +3 shields, +4% enemy movement speed
Card 2: Enemies explode on death, +20% enemy health
Card 3: Bosses are immune to status aliments, thrice
At level 30 we gotta choose 30 different modifiers, but with this change we have to pick like 6 cards
||I am no game designer, this one might be unbalanced in some way but whatever||

Dynamic scaling of cards or something like that
You pick like 4-5 cards at the start, and as you go further in stages, they just randomly scale based on the current level ( i.e each stage 1-2 of your cards is being scaled up, not all of them at once)
Also i'd genuinely love to see buffs/elements in paragon too, it would make this gamemode a little nicer to play imo, might be cool for it to have rogue-like feeling to it y'know. Something like this: Occasionally you'd get a card that has a buff AND a de-buff at the same time, so you have to think whether its worth to pick it or not or not (reminds me of lunar items from risk of rain 2)
