Networking: Port Forwarding
Description: I(host) and friend(client) are able to connect to my server and see each other in Online Players, but when I host a raid, he is unable to connect to it. 6969TCP and 25565UDP are allowed in Firewall rules and port forwarded. Ports are confirmed open using Port Checker. FIKA.Core options are default per FAQ.

Well that second one is your problem
you cannot test the UDP port to be open
or at least is not a good sign

changed to TCP only and now he's able to connect.
