there are no mods installed as this is a new install for the fika dedicated server

Dedicated server or client?
The error you threw is related to EFT being launched.
IIRC the most common issue of this specific thing is when client getting stuck on loopback, aka you try to connect your SPT server that is in local machine by using external IP.

So, the guide you dropped is for Dedicated Client.
It is an optional thing and not really intended to be used within same machine.
The issue you have is most likely relevant to your network settings within Dedicated Client.

we want the dedicated because 2 people cannot access there port forwarding settings so theyd be able to host raids as well the dedicated made it so they dont have to edit there port forwarding
like there isps dont allow them to access there modems

Dedicated Client should be as a separate folder from your usual Client, because it is supposed to run different set of plugins, including dedicated plugin, SPT installation may not matter in this aspect, you can run from either of installations or have the server structure installed independently (if you know how).
Anyway, back to my main concern - which ip you use to connect dedicated to SPT server?

i cant even get to the point of connnecting to the server it throws that error before the dedicated ever even start
this video explained that i have to use my ipv4
not my public ip for the dedicated side
but when i got to connect since its local i have to use 127.0.0.1
at least thats how i understood it from the guide
the normal server runs but when i try to start the dedicated it throws that error
im gonna try to just do a reinstall on a different drive and see if that changes anything

Changing drive defo won't change a thing.

In your case you do need to leave it on 127.0.0.1.

What did you set in fika server config and dedicated fika core settings?
and do not use phone for screenshots, you have PC for that

Well, start with having 0.0.0.0 in both.
Second, you could have just dropped the files here instead of screenshoting the piece of them

No, that one bat you're supposed to run to get dedicated client going.
I'm just not sure should you change it or not, since i'm not accustomed with dedicated setup, plus as i said before - you weren't suppose to run it on same machine.
The guide you follow also made for 2 machines.

i have another pc i use for servers its just underpowered for a tarkov client
its a mini pc so intergrated gpu not gonna run this game the right way i already had a server for fika on it just not dedicated
