your buddy doesn't need to run SPT Server, therefore there is no need for him to edit http.json
furthermore, he shouldn't insert any other IP than his own in his own settings, if he ever plan to host SPT server himself.

F12 is game, game is UDP, Default UDP is 25565.
6969 is for SPT server, which is TCP.
You can't (IIRC) use 0.0.0.0 in raid hosting.
You can do so on SPT Server.
We do not support or stand behind any of the videos you may find, might as well buy a snake oil and spray over your PC.

The answer to what the host and also the client uses for the "F-12 part" is in the linked documentation above that you have already read. Take a moment to look at it again since its step 11 for Host and step 5 for clients - VPN

Gotta clarify that since it's VPN we're doing here, port opened in terms of firewall.
because by default LAN-like connection doesn't care about which port to use.
