Me and my friend have the same result.
My friend removed all his mods and it worked but slowly.
But now we just need to figure out which mod it's.

If it doesn't work for one, it effectively works for none. Some mods are not designed for multiple client interaction. They may work initially, but break over time.
Trial and error is the name of the game
After removing and adding, me and my friend discovered that the issue persisted even without user/mods and BepInEx/plugins (we didn't delete MPT, and also reinstalled (MPT) to ensure it ain't that)
We both reinstalled it, but to no avail.
After waiting for 25 minutes of loading, it finally launched, but I'm unsure why it takes so long.
Any idea why it takes so long?
Assuming your mods have bundles in them. It is just downloading the bundles from your server to his PC. I do recommend packing the user/cache folder alongside your mods folder when you do send over mods.
I've done that, but sadly it didn't have a significant impact.
I've followed the steps provided in FAQ (when I press start on the launcher, tarkov takes forever to load or crahes? Aka "Bundles problem")
My friend tried using a VPN (Mullvad) and it made the loading a little faster.
However, it still takes approximately 3-5 minutes to connect to the server with the launcher and get into the menu screen.
It's still better than enduring the 25 minutes of loading times and constant timeouts.
But it's still a nuisance that it takes so long.

Could be a VPN connection thing.
You could always try port-forwarding. Hopefully that will make it faster.
I've done that.
Opened port 6969.
in doing a PF you need to bypass the VPN and not use it at all
thats whats speeding up the connection and reducing the ping differential, bandwith restrictions, etc.
yall must be doing some serious content mods for 3-5min loads with bundles transferred
unless yall are rolling 5200rpm hard drives from the 2000s
