I can play PMC with my friends but when I try to join a raid as a SCAV I can't join the raid, It says waiting for x players and can't join the raid. How can I fix this?

As said Force IPs set to VPN IP of the host and also another friend of mine can join the raid but I can't.
Host raided as a SCAV and I try to join as a SCAV but I can't, another person can join the raid as a SCAV. When he host a raid as a PMC I can join as a PMC.
Using SPT 3.8.0 version.

Did you set Force IP as your OWN IP as the host, or the other persons IP?
You set your OWN IP in there, nobody elses.

My friends find a way to open a raid without that issue. Host create a raid with more players than we are playing. I mean host create 4 player raid and we join with 3 players after that host force start the raid to make all of us join the raid.
But I couldn't try the fix you told me.

This sounds like a very funky workaround and you should probably look into fixing your fundamental problem instead.
