Its a very simple solution to the issue where NK/Apoc/Compliance can end up completely fucked if they steal a Town role with Cursed Soul.
Of course, those with a Coven role will receive it first, but if no Coven roles are alive, grant the Necronomicon.
As for who gets it first... uh, idk.
Could make it random? It's not like its very common for multiple instances of this scenario to occur.
